Cristin Orr Shiffer

Senior Advisor for Policy and Survey

A native of Annapolis, Maryland, Cristin Orr Shiffer is the Senior Advisor for Research and Policy at Blue Star Families.  Ms. Shiffer directs Blue Star Families’ legislative policy work and leads its annual Military Family Lifestyle Survey, her favorite BSF resource.  The survey is a nationally-recognized resource, providing valuable insights for policy makers, military and government leadership, and the general public on the challenges and stressors impacting contemporary military families. A subject matter expert on military spouse employment and the relationship between military families and national security, Ms. Shiffer studied political science at Santa Clara University and attended Old Dominion University’s Graduate Program for International Studies, the first American Master’s degree program to be accredited by the North American Treaty Organization (NATO). 

Prior to joining Blue Star Families Ms. Shiffer was the Dr. Haruhisa Handa Resident Fellow at Pacific Forum, Center for Strategic and International Studies where her fellowship research focused on the relationship between military families and ongoing cultural change within the US military.  Her work has been accepted for presentation at the Inter-University Seminar on Armed Forces & Society conference, and the National Association of Women’s Studies conference, among others. Ms. Shiffer held previous positions with the US House of Representatives as a Congressional staff member. For the past 15 years and 9 moves, she has been married to her husband, an active duty Navy pilot.
