Kathy Roth-Douquet is an advocate for the role of the military in civil society; she is an author, nonprofit leader, attorney, and former government official. Kathy is the CEO of Blue Star Families, the largest Chapter-based nonprofit organization serving active duty of all branches, Guard and Reserve, wounded, and transitioning veterans and their families. Blue Star Families mission is to strengthen military families and our nation by connecting communities and fostering leadership to millions of people.

While serving at the Pentagon as Principal Assistant Deputy Under Secretary of Defense (Acting) she received the Secretary of Defense Medal for Outstanding Public Service for her work on defense reform. She is also a recipient of President George H. W. Bush’s Daily Point of Light Award, and most recently received the Chief of Staff of the Army Outstanding Civilian Service Award.
Kathy is a commentator on patriotism, civil-military affairs, the value of service, and the experience of military families. She has appeared on the Today Show, Fox and Friends, CNN, NPR, has been a frequent contributor to USA Today, and is a frequent public speaker. She is an author, most notably of “AWOL: The Unexcused Absence of America’s Upper Classes from Military Service and How it Hurts Our Country” (Collins, 2006). She is a practicing attorney, a member of the Small Business Association Advisory Board, and is Co-chair of the Bipartisan Policy Center Defense Reform Task Force. She is a military spouse of 18 years, four deployments, and 9 moves. She lives with her husband and two children in Northern Virginia.<.p>

She was most recently Executive Director of the U.S. Department of Veterans Affairs (VA) Office of Suicide Prevention, leading VA’s integrated public health approach to suicide prevention. She was responsible for the Office’s vision and mission, including the development of VA suicide prevention policy initiatives, education for Veterans and health care providers about suicide awareness and prevention, and dissemination and implementation of assessment and treatment strategies across the Veterans Health Administration. A licensed clinical psychologist, Thompson directed VA’s epidemiological and clinical research in suicide prevention and is recognized internationally as an authority on Veteran suicide prevention. Prior to her work in the VA Suicide Prevention Office, she spent five years as the clinical care coordinator for the Veterans/Military Crisis Line.
Thompson has a BA in music from Brown University and an MEd and PhD in clinical psychology from the University of Virginia.

Col Campbell received his commission from the United States Air Force Officer Training School in May 1996. He has deployment experience supporting Operations NORTHERN WATCH, ENDURING FREEDOM, and IRAQI FREEDOM. As an Army Reserve officer, Major General Smith served as a Basic Combat Training Battalion S-3 in Clemson, SC. She returned to active duty as an Active Guard/Reserve (AGR) officer and was assigned as a Mobilization Planner followed by the Secretary to the General Staff of the 99th Regional Readiness Command in Coraopolis, PA. Major General Smith then served on the Army Staff in DAMO-ODR (Readiness) and as an operations officer in G-3, Office of the Chief, Army Reserve (OCAR), Pentagon. Major General Smith served as Director, Army Reserve General Officer Management Office and later deployed as the Chief of Army Reserve Affairs for United States Forces-Afghanistan (USFOR-A), OPERATION ENDURING FREEDOM. Upon return from Afghanistan she was dual-hatted as the Chief, General Officer Management Office and the Director of the Senior Leader Development Office in Arlington, VA. As a Brigadier General she was the Director, Human Capital Enterprise and OCAR Deputy Chief of Staff at Fort Belvoir, VA, and Commanding General, 98th Training Division (Initial Entry Training) at Fort Benning, GA. More recently Major General Smith served as the Deputy Commanding General- Sustainment, Eighth United States Army, Korea, and then as the Deputy G-1 for the Deputy Chief of Staff G-1, Headquarters Department of the Army (HQDA), Pentagon. Major General Smith transitioned to the Army Secretariat in the Spring of 2019 and is currently serving as the Senior Military Advisor & Director, Quality of Life within the ASA (M&RA).
Major General Smith holds a Doctor of Management degree in Organizational Leadership from the University of Phoenix. Her research focused on executive leader transitions into new organizations. She also holds a Masters of Arts in Management from Webster University, a Masters in Strategic Studies from the United States Army War College, and an Honorary Doctor of Humane Letters degree from Lincoln University in Jefferson City, MO. Major General Smith’s awards and decorations include the Legion of Merit Medal (two oak leaf clusters), the Bronze Star Medal, Meritorious Service Medals (two oak leaf clusters), Army Commendation Medals (four oak leaf clusters), the Afghanistan Campaign Medal, the Combat Action Badge, Senior Parachutist Badge, Parachute Rigger Badge, and the Army Staff Badge. She was inducted into the Army ROTC Hall of Fame in 2016.

He commanded USS Nebraska (SSBN 739)(GOLD) in Bangor, Washington.His shore and staff assignments include operations officer on the staff of Commander, Submarine Squadron 4; deputy commander, Submarine Development Squadron 12, and chief, Strategic Effects Division, in the Strategic Plans and Policy Directorate (J5) of the Joint Staff. Lahti also served as the 50th commanding officer of Naval Submarine Base New London, chief of staff at Navy Installations Command, and director, Energy and Environmental Readiness Division, N45 OPNAV.
Lahti assumed duties as the 91st commandant, Naval District Washington June 28, 2018.
His awards include the Defense Superior Service Medal, Legion of Merit, Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, among other unit and campaign commendations.

Mr. McCaffery has extensive experience in the health care industry. Most recently, he served as Vice President, California State Partnerships at Blue Shield of California. In this capacity, he led the day-to-day activities governing Blue Shield’s post-acquisition integration of the Care1st Health Plan, a 500,000 member health plan serving Medicaid and Medicare members. Prior to that role, he served as Vice President of Blue Shield’s CalPERS sector, where he led a team responsible for all strategic initiatives, product development, marketing, pricing, and operational functions for the 400,000 member California Public Employees Retirement System (CalPERS) account.
Prior to his tenure at Blue Shield, he served as Chief Deputy Director of the California Department of Health Services, California’s public health and health care services agency. Mr. McCaffery also served as Senior Vice President / Chief Operating Officer at the Alliance of Catholic Health Care, the public policy and advocacy organization representing California’s Catholic health systems and hospitals. Earlier in his career, he served on the staff of the Washington, DC Office of the Governor of California.
Active in many community organizations, Mr. McCaffery has served on a number of healthcare, education and children’s program non-profits in the Sacramento area.
Mr. McCaffery graduated from the University of Notre Dame with a degree in Government and International Relations and holds a Master’s Degree in Public Policy from the University of California at Berkeley.

Patty’s distinguished leadership career includes 33 years with the U.S. Army, retiring as Lieutenant General, the 43rd Army Surgeon General and Commander of the U.S. Army Medical Command – the first female and first nurse and non-physician to hold these posts. In these roles, Patty led the third largest healthcare system in the world, a global logistics, research, and care network across five continents, with a $54B budget and staff of more than 156,000. An expert in healthcare transformation, Patty moved the entire Army medicine organization from a disease model of care to a system for health, and implemented groundbreaking and long-lasting initiatives around behavioral health as well as improved healthcare considerations and force protection measures for military women. Patty has been humbled to serve and lead during pivotal moments in Army Medicine and in defense of the nation, including serving in the Emergency Room during the Green Ramp Disaster in 1994, standing up triage at the Pentagon on September 11, 2001; transforming care at the Walter Reed Health Care System from 2007-2008; and as the Special Assistant to the Commander, International Security Assistance Force Joint Command, Afghanistan.
Currently, Patty holds positions on the University Of Pittsburgh Board Of Trustees, the Advisory Council for the American Red Cross, Home Base Honorary Board and Leadership Council, the Knollwood Military Retirement Community Board of Directors, the Jonas Foundation, and is a fellow in the American Academy of Nursing.
Patty is a native of Fayetteville, North Carolina. She earned her Bachelor of Science degree in nursing from the University of North Carolina at Chapel Hill, and her Master of Science degree as a clinical trauma nurse specialist from the University of Pittsburgh. Patty has served as a Distinguished Professor at the Uniformed Services University of Health Sciences Graduate School of Nursing, and also holds a Master of Science degree in National Resource Strategy from the Industrial College of the Armed Forces. Patty holds five honorary doctorates and has received numerous recognitions from Pitt and UNC including distinguished alumni and fellow awards and a scholarship in her name.
Patty’s military awards and citations include The Distinguished Service Medal, Legion of Merit, Bronze Star Medal, France’s National Order of Legion of Honor, Chevalier (Knight), Japan’s Defense Cooperation Award Second Class and the President’s Lifetime Achievement award.

OFFICE OF PUBLIC LIASON, Principal Deputy Director, Deputy Assistant to the President
Jennifer is currently Deputy Assistant to the President and Deputy Director for the White House Office of Public Liaison. This office is often referred to as the front door of the White House. In this role, Jennifer oversees the Administration’s effort to build and strengthen coalitions with constituencies across the country and work with them on issues such as trade, small business, immigration, criminal justice reform, and opportunity zones. Constituencies include Hispanics, veterans, faith leaders, law enforcement, and women. Jennifer also manages relationships between the President, Senior Officials, and constituents to communicate the Administration’s priorities and, more importantly, to listen to the concerns of constituents. Many of these discussions result in policy and legislative implementation.
Formerly, Jennifer served as Director of Strategic Initiatives at the Republican National Committee (RNC), managing the integration of Hispanic, African American, Asian Pacific Islander, veteran, and faith community engagement in the national political plan for the 2016 election. She successfully collaborated with the Presidential Campaign to implement this engagement effort, resulting in an increase among all coalition groups since 2012.
In the 2014 election cycle, Jennifer was responsible for spearheading a nationwide Hispanic engagement effort helping Republicans gain the majority in the U.S. Senate, and assisted with Gubernatorial and Congressional wins in CO, FL, NJ, CA, AZ, TX, NM, and NV resulting in historic gains of 40-52% of the Hispanic vote in key races.
Prior to her work at the RNC, Jennifer was the Executive Director of the Hispanic Leadership Network (HLN), a national organization that engages with the Hispanic community on center- right issues. HLN's leadership included Governor Jeb Bush, Governor Brian Sandoval, and Senator Marco Rubio. In her role, she provided commentary on news outlets like Fox News and CNN. Jennifer served in the George W. Bush Administration as Director of Hispanic and Women's Affairs in the White House, as well as Senior Advisor to the Attorney General at the U.S. Department of Justice. Prior to her public service, Jennifer was National Hispanic Director and Southwest Coalitions Director on President Bush's 2004 re-election campaign. As such, she developed and implemented the strategy that resulted in President Bush receiving 44% of the Hispanic vote. Before moving to Washington, DC Jennifer spent years managing candidate and issue campaigns in California.

Prior to his service with ASYMCA, Charlie spent over 30 years as an active duty naval officer, culminating in promotion to the rank of rear admiral and commanding ships, squadrons and task forces. He served in a variety of duty stations in the United States, and also overseas in Japan and Singapore. Charlie holds a BA in history from the University of Virginia, an MS in systems technology from Naval Postgraduate School, and an MA in national security and strategic studies from the Naval War College.
Born in Falls Church, Virginia, Charlie is the son and son-in-law of enlisted Sailors from World War II and the Korean War. He is a proud husband and father who enjoys rooting for his hometown Washington Nationals and Capitals, traveling to see where historic events took place, and finding a great meal from a local vendor. Service to his country, his family and others form the basis of his values.

O’Brien joined the Hiring Our Heroes team in 2014 and evolved the military spouse program’s event-centric focus to become a comprehensive resource at the forefront of military spouse employment. In addition to overseeing the program’s research and strategic operations, she co-chairs the Military Spouse Employment Advisory Council, a coalition of companies with innovative spouse recruitment and retention initiatives that focuses on developing and promoting best practices and strategies that effectively address the unique employment challenges military spouses face.
One of O’Brien’s first initiatives as director was the acquisition of a chapter-based military spouse professional network consisting of 17 chapters and 3,000 members. Now known as the Hiring Our Heroes Military Spouse Professional Network (MSPN), today the MSPN includes 54 location-specific networks and 30,000 members worldwide. O’Brien subsequently sought to enhance the research arm of the spouse program with the program’s first military spouse employment-specific study, Military Spouses in the Workplace: Understanding the Impacts of Spouse Unemployment on Military Recruitment, Retention and Readiness, conducted in 2017 in concert with the University of North Carolina-Wilmington, followed by Examining Entrepreneurship, Remote Work, and Up-Skilling as Drivers of Economic Growth for Military Spouses, launched in 2019 in collaboration with Google.org. The impacts of this research have been far-reaching; it has been cited by Congress and the White House as well as by numerous industry professionals and media outlets. O’Brien also launched Hiring Our Heroes’ annual Military Spouse Employment Summit series in 2017, with participation from Dr. Jill Biden, Counselor to the President Kellyanne Conway, and Small Business Administrator Linda McMahon.
Under O’Brien’s direction, the military spouse program launched the Military Spouse Economic Empowerment Zones (MSEEZ), a national initiative to encourage and codify communities’ commitment to impacting military spouse unemployment rates by assisting with the creation of military spouse talent pipelines, as well as the Military Spouse Fellowship Program, an innovative program to provide military spouses with localized professional development and networking opportunities.
O’Brien is the chairwoman of the SBA Advisory Committee on Veterans Business Affairs, was a guest lecturer at the 2018 Association of Defense Communities Summit, and frequently appears on national and regional media speaking on military spouse employment.

Prior to joining the Council, Ms. Powers was the CEO of the National Association of Workforce Boards (2002 – 2006) and before that held positions in the Clinton Administration’s Departments of Labor and Education. She was appointed the National School to Work Director from 1998 – 2001 and held the positions of Chief of Staff and Director of Public Affairs in the Employment & Training Administration from 1993-1998.
Ms. Powers has extensive non-profit and public-sector experience in workforce development, community organizing, public policy advocacy, and disability employment advocacy. She held local and State government positions, primarily in workforce development policy and programs in New Hampshire early in her career, and was on the professional staff of the Institute on Disability at the University of New Hampshire prior to accepting her appointment in the Clinton Administration in 1993. She began her career working with economically disadvantaged youth as a VISTA volunteer in central New Hampshire communities.
Ms. Powers is a graduate of Seton Hill College (now Seton Hill University) in Greensburg, PA, having received the University’s 2001 Distinguished Alumnae Leadership award.
Meagan Campion
LOCKHEED MARTIN, Director of Social Impact
Previously, Ms. Campion led integration and communications efforts in support of the corporation’s transformational operations strategy leveraging emerging, digitally-enabled capabilities to best serve our customers and stakeholders.
She directed External Engineering Advocacy Initiatives for Lockheed Martin’s Corporate Engineering and Program Operations organization where she was responsible for identifying initiatives that are at the crux of the engineering enterprise’s needs and Lockheed Martin’s business objectives. In an effort to cultivate the next generation of technical workforce talent, she leads national initiatives such as university engineering leaderships programs and public-private education partnerships. Lockheed Martin was the founding partner of the National Engineering Forum (NEF), and in her role, Ms. Campion brought NEF her expertise in corporate outreach and program management.
Ms. Campion was Lockheed Martin’s Manager of Corporate Philanthropy, focusing the Corporation’s community relations practices on STEM education initiatives; civic, cultural, environmental, and health & human services programs; employee disaster relief efforts; and causes of importance to its customers, including the U.S. military and other government agencies.
Prior to joining Lockheed Martin, Ms. Campion was the Executive Director of Business Strengthening America where she led the charge of the American business community’s response to President Bush’s “Call to Service”, challenging the private sector to galvanize its resources to foster responsible corporate leadership and citizen service. She has also served as Manager of Corporate Citizenship Programs at AT&T.
Ms. Campion earned her Bachelor of Science in Design from Clemson University. She is a member of Clemson University’s Washington DC/Virginia/Baltimore Alumni Board and the Miami University (OH) Lockheed Martin Leadership Institute Advisory Board.
Mara Motherway
BOOZ ALLEN HAMILTON, Vice President, Head of Government Relations
With 25 years of government and private sector experience in strategic intelligence, acquisition, congressional affairs, organizational design, and business development, Mara is a problem solver and innovator. While in government, her diverse career included deploying to the Middle East in support of combat operations, leading the Pentagon Division of the Joint Intelligence Task Force for Counter Terrorism, directing current intelligence operations for the Navy, managing legislative affairs for the Defense Intelligence Agency, and serving as the strategic advisor to the Director of the Defense Intelligence Agency. Prior to her current role, Mara served as the business development executive for Booz Allen’s military intelligence business. Earlier, as a business development and strategy executive at BAE Systems, she ensured her deep mission understanding enabled business leaders to translate market opportunities and drive growth.
She is a board member for Naval Intelligence Professionals and Blue Star Families and serves on the AFCEA Intelligence Council. In 2018 and 2019, The Hill selected Mara as one of Washington’s Top Lobbyists for a Fortune 500 company.
Mara holds a B.S. in political science from the U.S. Naval Academy, a master’s in public administration from Harvard University, and an M.S. in national resource strategy (distinguished graduate) from National Defense University. She resides in McLean, Virginia with her husband and children.
